There have been concerns raised over the system set up to ensure that WEEE is collected from civic amenity sites and HWRCs.

The Environment Agency as well as Defra are considering whether or not to make the system compulsory. As a result of the UKs struggle to meet recycling targets, Defra are said to be considering whether or not changes need to be made.  

The topic which is the centre of concern is the Producer Compliance Scheme Balancing System (PBS). A large number in the WEEE industry believe that the scheme may be being taking advantage of those schemes which are short of evidence.
